Just torque it until it's tight by feel. Remember if you over tighten too much you might strip the thread. Mine starts with the noise and then self adjust as the car idles, but when I stop the engine the belts become loose again.
That does not sound right somehow. Tensioner pulley for our e60 has the spring built in so the belt should always be tight enough. Just replace it Once it's on just let go of the wrench slowly and the tensioner will move forward and retighten itself. I find that with the use of a extended bar slipping over the wrench handle helps much more with the leverage. Make sure to double check the belt for any crack. I must have done something wrong, because I used a 16mm spanner to loosen the tensioner.
The hex bolt number 3 in the image below. May be parts are different between the and but you are correct in removing or installing the tensioner with that bolt from the engine block but on my '06 tensioner, there is a slot that accepts T50 or T55 to loosen the tensioner after installing it and aligning it into that little knotch on the engine block in order to slip on e belt.

I stripped mine by using a t55 and had to get a new one. It's a t60 bit, and it is self adjusting as far as I know. It's all aluminum so be careful not to move anything too far. The new tensioner comes with a pin holding it in the released position which is a life saver.Dreaming of chango
